So, going over notes from several meetings, and public comments and comments from the staff involved are encouraged, what I'm seeing from the "Sector Security" project is the following:
The project is a Private-Public Partnership under the supervision and control of the Mayor's office with heavy input from the major contributing corporations.
The Top Teams of Leo Corp are best equipped for 'beat cop' and 'investigator' roles, and staff from them will be siphoned and trained into said roles. Mostly due to them having a quasi street cop role and interaction with the public in Maiami and on Leo Corp property.
Kaiba Corp seems best equipped for Anti-Terrorism and SWAT and the like, basically the big guns, but my main concern is I'm not sure how many actual human beings run Kaiba Corp, as the only contact to management I can find is a Ms. Desu Anna, and I'm concerned their cops aren't human and aren't monsters, and has anyone actually seen the Kaiba Brothers in public.
OOPARTS seems best equipped for special investigations into the supernatural and the occult and the flat out strange. But there are panicked notes by Onni citing "do not name the new division SpecInv, if you do, time is a square circle, and I will wake up being 15 again."
Onni seems to be the only one the major players trust to be unbiased in day-to-day operations of managing the new project, with Ms. Mikata as his secretary(?)
Special Consul and Contact to B.E.A.S.T. will be Officer Tenjo Kaito and the special contact to B.E.A.S.T.'s oversight committee will be the Scion of Hyperborea.
Also, there's hurried notes in here about Onni being tired of going on a Milk, Eggs and Meat run for Shiroko, and ending up in a time loop that involves a Lich and some Temple for the 4th time in a row.

Ideally, we'll keep each other in the loop of whatever issues the other department might need to know. I plan to be fairly liberal with information within the organization, as I believe pretty highly in making sure we avoid a classic "Right Hand, Left Hand" conundrum.

I have no issues sharing information and working with you as long as it's fine with the bosses, fortunately they're fairly flexible and reasonable and believe in some form of civic culture in this cyberpunk dystopia we're in.
But yes, I agree, as long as it doesn't step off what the bosses want to keep in their left pockets, but if you have issue with that, go talk with them.

Yes, and obviously OOPARTS will want to keep some information classified unless it needs to otherwise be disseminated to keep panic at a low and people from becoming insane doomsayers. But if it should become relevant to Top Teams' work, you have the Twelve Peers' archive at your disposal.

Personally I think we're in for a dystopia and class divide but it's not going to be due to active malice in this case or any actual politics to do so, but it's the less gross variant of it, I guess.
We'll try to make sure OOPARTS and Sector Security have similar access but I suspect both sides will have our 10% of things we're not going to share so there might be some Left Hand-Right Hand-ism.
