So I'd like public opinion as the (new) Mayor.
As one of my first major acts as mayor, besides keeping up Old Man Domino's "Mayor's Daily Quiz" (since much of the power is held by Kaiba Corp typically) (and I'm not convinced that guy wasn't a ghost or an entity representing the concept of Domino as a whole), I'm planning on defunding the police.
Services will be split between a "Public Aid" Unit of like healthcare and social workers, along with help from SAI for the usual things they cover, and...
SOL's Cyber Security Specialists, Leo Corp's Top Team, Kaiba Corp's Special Ops and OOPARTS, with consolatory help from B.E.A.S.T. as a result of turnover with them, from a permanently staffed officer.
It might not be 100% defunding but.
I went into a meeting and asked them what they planned to do about the tripling to quintupling of Duel Spirit acitivity in the city since Halloween... and I got promptly told that's just Swamp Gas, Weather Balloons and the Sun creating mirages.
I then unfolded my wings and let my eyes go red, and I think I gave the police representative a stroke.
So.
Thoughts?
And yes I'm aware of the issues of highly privatized police forces, but it's either a hodge podge of security forces that DO acknowledge and WILL deal with the problems or a police force that refuses as hard policy to acknowledge Duel Spirits exist.
And yes I am planning on building a city on top of the city in the long run.

That said, if we are to enact this Joint Public Security Division, or whatever you want to call it, I do expect some more communication between the other groups and OOPARTS. Not to toot my department's own horn but I would like to say we're the public face of "supernatural threat resolution" in Domino, and, well.
With the Masquerade well and broken I like to think our history gives us some negotiating power despite Kaibacorp and Leo Corp generally wrestling over the city.

So it would be up to you guys to figure it out.
All I know is I've been here for a month or two and I keep getting the run around, and the first three titans above are getting pissy at the fact the cops are fucking useless.
And yeah, 'broken', more like beaten to death like a rag doll.
Meanwhile, due to the size of the frickin' cities involved, I have to work out the back of a train as my office and use a lemonade stand for public inquiries.

You really should just invest in your own sleeper cab, you know. If you're going to have to travel between the cities so much you should at least be able to do so in comfort.
As for communicating with the big players, if you get me a list of who I should be needing to contact for KaibaCorp's SpecOps, Top Teams, and the CST, I can probably do my rounds. Obviously we already have a pretty good working relationship with SAI and Officer Kaito.

Spec Ops has a single rep, they'll show up when relevant, and I'm told will not be speaking and will be wearing full body gear and a gas mask and will be standing in a corner ominously. Apparently they'll have a single conditioned that must be accepted or otherwise this whole thing unravels.
Tendou Hayate will be representing the Leo Corp Top Team, of what I'm told.
I'll see about the CST, but SOL's weirdly kinda private.
So most other negotiations I think will be you, Mr. Tendou and Mr. Tenjou.

Don't get me wrong, she's fantastic in the role she's in, but I suspect she would not want to touch my responsibilities with a twenty foot pole.
Ironically, being indispensable means it's really hard to get someone else to take your job.

Bigotry does not change over night and visas are a matter of policy of the national government.
But what will happen is more coherent, reliable and sensible response to events involving Spirits and successors to the current police force.
